World Bank Publications: Job Vacancy for Procurement Analyst



The World Bank Office in Jakarta is looking for a committed individual to fill the post of Procurement Analyst (Procurement Reform).  This local recruitment shall be for an initial period of one-year Term appointment with the possibility of extension subject to available resources and performance.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 1 year term appointment.

Duties and Accountabilities:
This position is accountable for providing procurement policy expertise, in consultation with senior procurement and public sector management staff in the Jakarta office, to different teams within the Bank as well as to the government agencies involved in public procurement reform. 

Key accountabilities include:
  • Working with Bank staff, development partners, and government agencies across sectors to promote, monitor and facilitate progress of procurement reform activities.
  • Coordinating and supporting the engagement with the Indonesian National Public Procurement Agency on the public procurement reform. In particular provide support in the review and analysis of  procurement regulations, model  national bidding documents, electronic government procurement systems (e-procurement), use of innovative procurement tools, complaint handling mechanisms, capacity building strategy, monitoring and evaluation systems focusing on results, etc.
  • Supporting the dialogue with  selected line ministries and local governments, provide assistance and support to reform initiatives such as use of  e-procurement, creating professional procurement services units/teams, streamlining procurement procedures, developing performance monitoring systems etc.
  • Participates in diagnostic procurement assessments and prepares background analysis.
  • Assists in designing and conducting workshops to educate procurement professionals in the Bank and in Government agencies on the Bank's approach to procurement, the rationale of its policy framework, national procurement procedures.
  • Provides preliminary procurement review support of procurement transactions, including prior review of draft bidding/RFP documents, evaluation reports, contracts, etc. and conducting ex-post procurement review of the PFM Multi-Donor Trust Fund supporting procurement reform, upon request and with the clearance of the procurement hub leader/designated procurement specialist of the respective projects.
  • Prepares a range of reports for the PREM team, including providing inputs for monthly PFM progress reports sent to development partners including progress of procurement reform activities supported by PFM Trust Funds.  
  • Work implies frequent interaction with Managers and Technical Specialists in the work unit and staff from other agencies, development partners, consultants and government. Within the Bank, significant work will be carried with the the PREM team.
Selection Criteria:
It is expected that the successful candidate will meet the following selection criteria:
  • Masters Degree with a major in a relevant discipline (e.g. Business Administration, Engineering, Commerce, Finance, Accounting, Economics, Law) and at least 3 years relevant working experience of providing substantive support to procurement reform activities in Indonesia including exposure to the ongoing and planned work of the national public procurement agency and sub-national agencies in Indonesia; OR   Bachelor’s degree in a relevant discipline with 5 years relevant working experience will be required.
  • Good knowledge of procurement systems, practices and agencies in Indonesia.
  • Knowledge of concepts and principles of and approaches to international procurement, and of public procurement systems.
  • Proven analytical and evaluative skills, including the ability to independently provide well researched analyses of key procurement issues and problems.
  • Understanding of Bank business objectives, policies and practices related to project/sector and critical links to procurement.
  • Task/project management skills

  2. Ability to identify complex issues and to respond and handle accordingly; does not add unnecessary complexity to tasks

Competencies (Level GE, Procurement Analyst)

Procurement Principles - Possesses basic knowledge of public
procurement principles, regulations, processes, and practices with an ability to independently provide well researched analyses of key procurement issues and problems.

Bank Procurement Policies - Possesses basic knowledge of Bank Procurement policies and procedures.

Procurement Under Bank Financed Operations - Possesses ability to provide well researched analyses of key procurement issues and problems to support decisions by senior procurement staff.

Public Procurement Systems & Reform - Possesses familiarity with Bank's AAA (Analytical and Advisory Assistance) tool, and exposure to reform elements and familiar with PFM, PEFA, and CPAR.

Analytical and Technical Skills, Operational Strategy Development & Advice - Solid theoretical base with relevance for specific Bank Network recognized Sector or Theme.
